Library Cards

Borrowing library materials is a privilege, not a right. Library cards should be presented when borrowing materials. Patrons are to use their own library card. Patrons may not use another person’s library card. Valid ID in lieu of presenting a library card is acceptable.

To register for a Frank J. Basloe Library card a patron must live, work, or go to school in Herkimer County. The card may be used at all 43 Mid-York Libraries located in Herkimer, Oneida and Madison counties. Registration forms will need to be completed and photo identification will be required as well as proof of current address. The following are acceptable photo identifications: A high school photo ID, a sheriff’s ID, or a driver’s license or passport, plus an item showing a current address. To ensure there are no duplicate accounts, staff is responsible to verify the potential borrower does not have an existing library record on Workflows. A library card might not be issued right away if further verification is needed or a decision about the application is needed from the Library Director or Assistant Director.

Adult vs Juvenile library cards:

Juvenile (JUV) library cards:
Children between ages five (5) and fourteen (14) may obtain a library card requiring the signature of a parent or guardian. If the 14 year old has photo id they may obtain a library card without a parent/guardian signature.

Adult library cards:
A Library card will be issued to adult borrowers (age 14 and over) who has valid identification listing a current address.

Staff of the Frank J. Basloe Library may offer to take a patron’s photo. The photos will be used in the library records (Workflows) only for confirmation of identity within the library system. A properly executed warrant or the written permission of the patron or legal guardian is required for the release of the photo to any organization outside the library system itself. Patrons may refuse to be photographed if they do not want their photo on the Workflows record.

All patrons are limited to taking out two items the first time they use their new library card. Once the items are returned the patron may increase the number of items. Borrowing privileges extend to all library materials and will only be revoked if the patron refuses to return overdue materials or accrues excessive unpaid fines.

Borrowers may request up to three replacement cards per year at a cost determined by the Trustees. The cost of a replacement library card will be established at the discretion of the Library Director.
